DESCRIPTION:The City of Richmond is accepting applications for a Patrol Officer for the Police Department.  We are seeking qualified applicants who are highly motivated, energetic, professional, and community-oriented individuals interested in law enforcement.

ESSENTIAL DUTIES AND RESPONSIBILITIES:Answers calls for service and writes an/or files reports. Patrols areas as directed by supervisor. Helps maintain car and building appearance by completing assigned cleaning duties.  These are only “examples” of work duties, employee will be expected and required to perform other job-related duties as assigned by their supervisor.

QUALIFICATIONS:Minimum of 21 years of age; High School graduate or equivalent, college level is preferred. Must possess a valid Missouri Driver’s License with no restrictions; a driving record that demonstrates responsible and safe driving behavior. Applicants must also be Missouri P.O.S.T. certified.

SALARY: This is a full time non-exempt position and eligible for overtime; starting hourly rate of $21.64.  Benefits package includes paid holidays, vacation and sick leave, Missouri Local Government Employees Retirement System (LAGERS), medical, dental, vision and life insurance. DESCRIPTION:  The City of Richmond is accepting applications for a Maintenance Worker in Public Works. This position is responsible for the maintenance of the streets, water distribution, and wastewater collection systems, and facilities.  Under direct supervision, performs a variety of semi-skilled and skilled tasks in the inspection, maintenance, repair, and construction of City facilities, buildings, and infrastructure.  Drives and operates several types of vehicles, small to medium-duty equipment, and occasionally heavy equipment related to completing the task assigned.

ESSENTIAL DUTIES AND RESPONSIBILITIES: Assists other workers, and independently performs a variety of inspection, maintenance, repair, and construction-related tasks on infrastructure components, including buildings, streets, sidewalks, gutters, storm drainage, right-of-ways, and other City-owned property.  May form and pour concrete; May operate a variety of hand tools and equipment. Machinery, and vehicles, including concrete saw, trencher, roller, backhoe, front-end loader, tractors, mowers, air compressor, pick-up, and dump truck.  Will service street lighting, maintain street signage, and paint street markings.  May provide snow and ice removal, and sand/salt streets during inclement weather events; and may operate the street-sweeper.  Employee is expected to share in the “on-call” responsibilities and respond to after-hours emergencies.  Will perform minor maintenance to equipment and vehicles, including operational checks, fluid level inspections, and maintain cleanliness.  These are only “examples” of work duties, employee will be expected and required to perform other job-related duties as assigned by their supervisor.

EDUCATION AND EXPERIENCE: Employee shall have above-average knowledge of the methods, practices, and standards for the maintenance and repair of facilities and infrastructure inspection, maintenance, and construction.  Must have mechanical and technical aptitude and the knowledge of the proper tool and equipment use; Capable of learning operation and light maintenance of equipment and vehicles used in performance of job duties; must have a valid driver’s license, a safe driving history, and access to personal transportation; Must be able to clearly communicate in written and verbal format with co-workers, supervisor, and the public, and be able to follow oral and written directions.

SALARY: This is a full-time non-exempt position and eligible for overtime; a monthly salary of $2,884-$3,740.  Benefits package includes paid holidays, vacation and sick leave, Missouri Local Government Employees Retirement System (LAGERS), medical, dental, vision, and life insurance. DESCRIPTION: The City of Richmond is accepting applications for an Administrative Assistant within the Community Development Department. This position provides essential administrative and customer service support, focusing on permitting, inspections, planning, and development-related activities. Serving as the primary point of contact for the public, the incumbent ensures the efficient processing of permits and smooth coordination of day-to-day department operations. This role is ideal for an organized, detail-oriented professional who excels in a customer-facing municipal environment.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Public Relations: Serve as the first point of contact for walk-in customers, phone calls, and email inquiries. Provide general information to the public regarding City codes, permits, and processes.
  • Permit & Records Management: Process and track permit applications, licenses, and related documentation. Ensure accurate, timely data entry and meticulous recordkeeping. Maintain records, files, and databases related to permits, inspections, and development activity.
  • Coordination & Scheduling: Schedule inspections and closely coordinate tasks with the Building Inspector / Building Official. Support the Economic Development Director with administrative tasks and project tracking.
  • Board & Commission Support: Coordinate Planning & Zoning Commission and Board of Adjustment meetings. Prepare official agendas, packets, public notices, and meeting minutes.
  • Reporting & Mapping: Assist with the preparation of reports, correspondence, and City Council materials. Assist with basic GIS updates and mapping activities.

QUALIFICATIONS: The ideal candidate must hold a High School diploma or equivalent, with two or more (2+) years of administrative or customer service experience required. Experience working within a municipal government setting or handling permitting processes is strongly preferred. A solid understanding of office software, including strong proficiency in Microsoft Office, is essential for this role. Proficiency in grammar, spelling, punctuation, data entry, and meticulous recordkeeping is required to successfully manage and track permit applications, licenses, and official documentation. Additionally, strong interpersonal and communication skills are necessary for serving as the primary point of contact for the public, answering inquiries, and fostering effective relationships with walk-in customers, colleagues, and board members. The candidate must also demonstrate the ability to multitask, meet tight deadlines, and uphold professionalism while handling sensitive city records. Basic familiarity with GIS systems, mapping, or specialized permitting and records management software is highly desirable.

SALARY: This is a full-time, non-exempt hourly position with a starting base pay ranging from $21.25 to $24.25 per hour, depending on experience and qualifications. The City of Richmond offers a comprehensive benefits package that includes 13 paid holidays, vacation leave, sick leave, and personal leave. Retirement benefits feature the non-contributory Missouri Local Government Employees Retirement System (LAGERS).
